You’ve probably heard of CDM 2015 — but most homeowners have no idea it actually applies to them.
These regulations aren’t just for big construction sites. They cover any building work, even extensions or loft conversions at home.
So before you start, here’s what CDM really means — and how to stay on the right side of it.
What CDM 2015 Is
CDM stands for Construction (Design and Management) Regulations 2015.
It’s the law that sets out who’s responsible for safety, compliance, and management on construction projects — including domestic ones.
And yes, that means you as the homeowner count as the client.
Your Role as the Homeowner (Client)
Under CDM, you must:
✅ Appoint competent people – builders, designers, and contractors who know and follow CDM rules.
✅ Ensure a written plan exists – covering safety, risk, and who’s in charge.
✅ Confirm there’s a Principal Designer and Principal Contractor – even on small jobs with more than one trade.
✅ Make sure the work is managed safely – you don’t do it yourself, but you must choose people who can.
If the project’s big enough to be notifiable, make sure an F10 form has been sent to the HSE.
Why It Matters
Failing to follow CDM isn’t just bad practice — it’s a legal offence.
If there’s an accident, unsafe work, or missing paperwork, the homeowner can still be investigated if they didn’t ensure compliance.
And rogue builders love working with clients who don’t know the rules.
How to Stay Compliant
✅ Check your builder and designer understand CDM 2015
✅ Get written confirmation of who’s acting as Principal Contractor
✅ Make sure there’s a health and safety plan in place before work starts
✅ Keep all documentation — inductions, risk assessments, and certificates
Bottom Line
CDM 2015 isn’t there to make life difficult — it’s there to stop people getting hurt and projects going wrong.
If your builder downplays it, that’s a clear sign they’re cutting corners.
Know your responsibilities, demand the right paperwork, and you’ll keep your project safe — and legal.
